CUCSA – or the Council of UC Staff Assemblies – was established in 1974 to maintain and enhance communication within and across the University Community on matters of interest to staff employees. Its delegation includes members from all 10 UC Campuses, Agriculture & Natural Resources, Berkeley Lab, and UC Office of the President.

CUCSA is involved in matters of interest and concern to those who are not exclusively represented and may address matters not within the scope of representation for those exclusively represented.

CUCSA functions under the guidance of UC Systemwide Human Resources, with direct support from the Systemwide Executive Director of Employee Relations.

CUCSA accomplishes this mission by:

  • Providing a forum where staff may discuss university related issues.
  • Providing information and staff perspective to the administration.
  • Fostering respect, communication, and collaboration.
  • Advocating for staff in appropriate forums

Since its establishment, CUCSA has:

  • Established the Systemwide Staff Engagement Survey
  • Developed and advocated for the Staff Advisor to the Regents position
  • Supported benefits for non-traditional families
  • Advocated for paid family leave (effective 7/1/2021)
  • Partnered with faculty to advocate for better retirement benefits
  • Advocated for pay increases before the Board of Regents
  • Served on systemwide committees and task forces
  • Created systemwide CUCSA Town Halls open to all staff
